EU SD and capacity building 2013


In the framework of their fourth EU Social Dialogue Work Programme 2012-2014, te European social partners, ETUC, BUSINESSEUROPE, CEEP and UEAPME have agreed to continue their joint activities. As stated in the Work Programme, “social dialogue needs strong social partner organizations to deliver positive results. Social partners have in the past conducted successful projects to assist (…) social partners. In some Member States, more efforts are needed”.

On this basis, and taking into account lessons learned over eight years experience of their resource centre activities, the European social partners (EU SP) would like to further improve existing tools aimed at helping their affiliates to be more effective in the EU social dialogue (EU SD) through joint activities, including capacity building, addressed to their respective constituencies.

Moreover, building upon the initial outcomes of the joint resource centre of the Integrated Programme 2012, the EU SPs have identified a need to strengthen the link between the EU social dialogue and the national social dialogue, in order to create better synergies between the two levels, as well as regarding the implementation processes of autonomous framework agreements.

In parallel, the objective is also to foster the exchange of practices and experiences between all member states and candidate countries as this has proved to be a very effective way of improving social partners’ understanding and participation in the EU social dialogue in all countries.

JOINT EVENTS ON THE PROMOTION OF EU SOCIAL DIALOGUE INSTRUMENTS

Joint seminar on the promotion of EU social dialogue instruments 

For the reasons outlined above, the EU social partners decided to support their member organisations by providing an opportunity to discuss the implementation and the promotion of EU social dialogue instruments through the organisation of 3 seminars in 3 different countries.

Each seminar gathered 40 national social partners (20 trade unions, 20 employers) from 4 different countries (5 persons per delegation.

Joint conference on the implementation of EU SD instruments and capacity building (Brussels), December 2013

In addition to the joint seminars, the European social partners organized a joint conference on the implementation of EU SD instruments and capacity building. The purpose of the conference was to take stock of past joint actions and seminars as well as exchanging best practices. This conference also gave the opportunity to discuss the implementation challenges and possible improvement of the EU Social Dialogue tools.
